TSG Assists Tri-City Regional Port District To Win TIGER Grant

On February 17, 2010, Secretary of Transportation Ray LaHood announced the release of $1.5 billion in Transportation Investment Generating Economic Recovery (TIGER) discretionary grants. These grants had been funded by the American Recovery and Reinvestment Act (popularly known as the stimulus program). The TIGER program is designed to assist public and private entities to develop infrastructure of national and regional significance, including the construction of needed connections between ports and inland rail facilities. Homeland Security Teaming with WBB

(WBB) are pleased to announce their new teaming arrangement, the “Homeland Security Federal Solutions Group,” to assist the Department of Homeland Security as well as private companies analyze and solve major issues related to the development and implementation of comprehensive and practical homeland security policies and plans for the U.S.

The Homeland Security Federal Solutions Group is prepared to assist the new leadership of the Department of Homeland Security to solve a myriad of management issues facing DHS and enable the new team to hit the ground running.  These issues include acquisition and program management, creating effective command and control systems, integrating the disparate agencies and analyzing problems across DHS.

TSG Congressional Team Successful Again on Capitol Hill

While the U.S. government spends nearly 400 billion dollars a year procuring goods and services, there is no denying that the 2009 appropriations cycle on Capitol Hill was a difficult one.  With only three appropriations bills passed, it took political experience, a working knowledge of the appropriations process and access to key House and Senate members and committee staff to get the job done. 

Again in 2008, The SPECTRUM Group (TSG) called upon its Congressional team to deliver success in obtaining appropriations results for its clients.  Nearly a dozen clients relied on TSG to develop legislative language or secure funding support for various projects.

The SPECTRUM Group proudly announces the expansion of its consulting capabilities in defense and international security, homeland security, energy, manpower and training, congressional relations, and business development with the arrival of its newest members:

Vice Admiral Malcolm I. Fages (USN, Ret.) served in the United States Navy for 36 years, most recently as the Deputy Chairman of the NATO Military Committee in Brussles, Belgium.  He joins The SPECTRUM Group after returning to the United States from London where he served as the Director of European Operations for Northrop Grumman Information Technology International. Vice Admiral Fages has an extensive political-military background having also served as the Director of International Negotiations on the staff of the Joint Chiefs of Staff, with a portfolio that included nuclear and conventional arms control issues, weapons technology control, and policy matters involving the Former Soviet Union. As submarine warfare officer, Vice Admiral Fages was the Director of Undersea Warfare for the Chief of Naval Operations. He commanded Submarine Group Two, with responsibility for all Atlantic Fleet attack submarines, and in earlier years, had commanded USS Pennsylvania and USS Narwhal. Vice Admiral Fages has also served as Carrier Group Eight Chief of Staff, with operations in Europe and Southwest Asia.

Molly Griffin has 20 years of experience effectively representing organizations through the federal legislative process. For 15 years, as President of a lobbying firm specializing in defense appropriations, Ms.Griffin efforts have led to millions of dollars in new and repeat government business annually for clients. Previously, Ms. Griffin served on Capitol Hill as legislative specialist on defense to former US Representative H. Martin Lancaster, supporting his position as a member of the House Armed Services Committee. An advisor on all defense and foreign policy issues, Molly specialized in programs and policy related to weapons research and development, combat readiness, maintenance and repair depots, military base closures, quality of life programs for military personnel, and chemical weapons arms control and destruction. Ms. Griffin also serves as President of a small defense contractor that commercialized technology developed by a US national lab and now designs and sells products and R&D customization services to the US military and other government customers.

K. Grant Palmer has over 27 years of management, business development, and engineering experience with technology companies. He founded Ephemeris Consulting Group, Inc., in February of 2002, which supported technology corporation clients with business development, merger and acquisitions, product/service development, partnership development, project management, and business process implementation and improvement. He is certified as a Six Sigma Black Belt from GE, and is a recognized authority on communications technology systems, including satellite and wireless for fixed, comm-on-the-move, and aircraft applications. His leadership experience includes business sizes from start-ups to large corporations, and his market experience includes the U.S. and International military, the U.S. intelligence community, and the U.S. and International commercial markets. Mr. Palmer’s previous positions have included key management roles at Tripoint Global Communications, Starband, Spacenet, and Harris Government Communications Systems Division.

Anthony J. Drexel Biddle III joins SPECTRUM after serving as the Financial Advisor of the American Red Cross – National Headquarters, for major capital market activities. To support general operations, he arranged three asset-backed securitization facilities altogether totaling $500 million, utilizing major U.S. bank and commercial paper markets. In response to Hurricanes Katrina, Rita, and Wilma he formed a group of major banks to provide $1.2 billion in emergency debt financing to the Red Cross, and funding for immediate FEMA responsibilities taken on by the Red Cross. Previously, he held various positions with The Chase Manhattan Bank, including development of its Global Environmental Project Finance and Merchant Banking practice, focusing on emerging technology companies addressing important industrial waste streams.

Major General Daniel Dick (USAF, Ret.) is an expert in aerospace/joint operations, military command and control, large-scale project management, and financial management.  His military career included Commander of the 13th Air Force, the largest and most complex Air Force composite wing based at 11 operating locations throughout the Arabian Peninsula; and Joint Forces Command Director of Requirements and Integration. He also has extensive experience in the defense industry market, where he managed major business development opportunities for General Dynamics Advanced Information Systems and L-3 Communications.

Colonel Mary Fuller (USA, Ret.) has over 30 years of military and business experience in acquisition, program management, information technology, and business development, marketing and leadership.  Her Army career highlights include Chief of Staff/Senior Executive Assistant for the Army Acquisition Executive/Assistant Secretary of the Army for Acquisition, Logistics and Technology; Director, Army Acquisition Support Center; and Project Manager, Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) She has also served as President of her own consulting firm.

Colonel Stephen Frankiewicz (USA Ret.) has extensive experience in Federal, State and local homeland security and energy policy and operations. He has served in numerous Department of Energy national laboratories and facilities, including Livermore, Yucca Mountain, Los Alamos, Sandia, Hanford and Brookhaven, and has managed technology-oriented projects for Federal Departments as a contractor since 1989. He has served as Vice President and General Manager of EF&G Defense Materials operating the Tooele Chemical Agent Disposal facility and later as Principal, Frankiewicz & Associates. He is an expert in technical project management and technology business development. 

Rear Admiral Mack Gaston (USN, Ret.) brings extensive expertise in defense, manpower and training, and business development. His distinguished Navy career included serving as Base Commander of the Naval Training Base at Great Lakes, Illinois; Commander of the Defense Nuclear Agency, Nuclear Test Organization; member of the Chief of Naval Operations’ Strategic Studies Group; and Director of Manpower and Training Requirements for surface ships for the Chief of Naval Operations. RADM Gaston has also held senior management positions with Waste Management, Inc. and Electronic Data Systems.

Colonel Michael Hadley (USA, Ret.) joins The SPECTRUM Group as part of the Congressional Relations and Defense Team after completing a 23 year career with the Army. He has served in command and staff assignments in aviation, strategic planning and legislative affairs, including assignments as Principal Deputy for Reserve Affairs in the Army Office of Chief of Legislative Liaison and House Director, Office of the Secretary of Defense, Legislative Affairs. Col. Hadley has worked closely with Congress on aviation system procurement, research and development, Army operations and maintenance, and Army National Guard and Reserve programs.

Colonel Richard G. (Dick) Hellier (USAF, Ret.) has almost 29 years of experience in defense and aerospace programs, including service as Deputy Director of Safety and Inspections, Secretary of the Air Force/Inspector General; Commander, 366th Fighter Wing, Tactical Air Command; and Deputy Director, Air Force Issues Team, Secretary of the Air Force, Legislative Liaison. His business development experience includes fifteen years with United Technologies Corporation and Pratt & Whitney, where he served as director of Air Force Programs, responsible for marketing and liaison with U.S. government and embassies of major international customers in the Washington, DC area.

Admiral Joseph Lopez (USN, Ret.) completed a distinguished 40 year career in the Navy culminating is his assignment as Commander in Chief, U.S. Naval Forces, Europe and Commander in Chief, Allied Forces, Southern Europe. He also served as the Commander of the NATO’s Peace Implementation Forces in Bosnia- Herzegovina; Deputy Chief of Naval Operations (Resources, Warfare Requirements and Assessments); and commanded the U.S. SIXTH Fleet and NATO’s Striking and Support Forces, Southern Europe. Following retirement, Admiral Lopez served as Chief Operating Officer of Brown and Root Services and as Senior Vice President of Kellogg, Brown and Root. He brings extensive expertise in defense, international security, and business operations.

Major General Terry Scherling (USAF) is currently the Special Assistant to the Chief, National Guard Bureau (NGB). As the former Director of the Joint Staff, NGB, she was responsible for the development of all policies, programs and plans for domestic military operations. Her career highlights include Deputy Director Antiterrorism/Homeland Defense, Operations Directorate, Joint Staff at the Pentagon, serving as the Principal Military Advisor to the Chairman, JCS and Defense Secretary for domestic military operations. She established the Air Force Directorate of Homeland Security following 9/11. Major General Scherling has extensive experience in force protection, critical infrastructure, continuity operations, and antiterrorism/ counterterrorism, and has served as a private consultant on homeland security issues.

The SPECTRUM Group continues to expand its consulting services, most recently in the areas of information technology, science education, and aviation security, with the recent addition of its newest members Mr. William Mayfield, Ms. Cyndy Mickevicius and Captain Mark Weiss.

Mr. William T. Mayfield has had a distinguished career in naval surface warfare, anti-air warfare, command and control, Navy personnel management systems, information system management, program management, defense analyses, information security, information warfare, net-centric systems concepts, and enterprise information architectures. He has also served as an IT expert for the Institute for Defense Analysis, where he received the Gen. Andrew J. Goodpasture Award for the body of research he performed in Information Security.

Ms. Cyndy Mickevicius brings over twenty years of experience in science research and science education to The SPECTRUM Group Youth Programs Division, with a main emphasis on the DoD STARBASE program. STARBASE is a nationally based educational program that raises the interest and improves the knowledge and skills of youth in the areas of math, science, and technology. In recent years she has worked as a Senior Education Associate at the American Chemical Society to develop and establish programs for high school students and teachers throughout the nation.

Captain Mark Weiss brings extensive experience in the aviation industry, especially in aviation and transportation security. His distinguished career as a pilot with American Airlines included service on the Industry Panel of the Federal Air Marshal Service, the Cargo Working Group of the Aviation Security Advisory Committee, and the American Airlines Joint Security Committee. Captain Weiss made significant contributions to the Security Incident Reporting System with NASA, the Common Strategy for the Transportation Security Administration, and the Crew Member Self Defense Training Program. His expertise has been enlisted to respond to critical security situations worldwide.

The SPECTRUM Group continues to expand its consulting services with the recent addition of its newest members Lt. General John S. Caldwell, Jr., USA (Ret.), Mr. Mark Flavin, Lt. General Henry “Tom” Glisson, USA (Ret.), Mr. Joseph Hollis, Lt. General Donald Lionetti, USA (Ret.), and Mr. Walter S. Kulbacki.

Lt. General John S. Caldwell, Jr., USA (Ret.), is the newest addition to The SPECTRUM Group and will be the Vice President for Army Programs. He joined QSS Group, Inc. in July 2004, as Senior Vice President for Defense Programs. General Caldwell’s last active duty assignment was Military Deputy to the Assistant Secretary of the Army (Acquisition, Logistics and Technology). In that capacity, he was responsible to the Assistant Secretary for the direction and oversight of the Army’s Research, Development and Acquisition (RDA) programs. He was also Director of the Army Acquisition Workforce. He was instrumental in formulating the acquisition programs that provided dominant war fighting capability and pioneered the transformation of the Army in the early 21st century. Previous assignments included: Commanding General of the US Army Tank-automotive and Armaments Command (TACOM; Deputy Chief of Staff, Research, Development and Acquisition (RDA), Army Materiel Command (AMC); Director of the Army Digitization Office; and Project Manager, Abrams Tank System.

Mr. Mark Flavin brings extensive experience in business development, acquisition, process engineering, merger integration, and government affairs. His 26 year Army career culminated in serving as the Director of Contract Operations, Army Material Command. He brings additional private sector experience as the former Senior Vice President for Government Operations, Armor Holdings Aerospace & Defense, and also served as Director for Government Operations with AM General Corporation.

Lt. General Henry “Tom” Glisson, USA (Ret.), a nationally recognized logistics executive, completed a 35 year Army career as Director, Defense Logistics Agency and also served as the 44th Quartermaster General of the Army and Commanding General, U.S. Army Soldier Systems Command. His private sector experience includes serving as Director, Pacific Operations, BearingPoint Inc. and Managing Director for Bearing Point consulting services to Army clients in the U.S. and Europe.

Mr. Joseph Hollis brings expertise in defense and public affairs, completing his Army service as Director of Operations for the Armed Forces Information Service. He has also served for 20 years as the Director of Industry Affairs for the Association of the United States Army (AUSA), and offers extensive experience in government and industry relations.

Lt. General Donald Lionetti USA (Ret.), is a national security consultant in ground based air and missile defense, space applications in support of terrestrial military operations, and related research, technology, and acquisition,. His Army career included assignments as Commanding General, U.S. Army Space and Strategic Defense Command; Chief of Staff, U.S. Army Training and Doctrine Command; and Commanding General, U.S. Army Air Defense Artillery Center, Ft. Bliss. He has also served as Vice President, Air Missile Defense Systems for Lockheed Martin Missiles and Fire Control – Orlando, and as Chairman of the Medium Extended Air Defense System (MEADS) International Board of Directors.

Mr. Walter S. Kulbacki has a very strong strategic, operational, and technical background in the information technology, software and automation areas and has led and managed large Army, DOD and commercial organizations. Over the past decade in the commercial sector, he, as a Vice President and Director, has been responsible for winning over $5 Billion in DOD and Federal government contracts.

Mr. Kulbacki is a retired senior level Army officer whose career has included key high level command, leadership, program management, and staff assignments within the Army, the Joint Staff, and the Department of Defense to include the Defense Information Systems Agency (DISA) where he directed the planning, resources, and operations of DOD’s worldwide network.

The SPECTRUM Group Announces New Division

Washington, D.C. (Aug. 9, 2007) - The SPECTRUM Group, an Alexandria based consulting firm, announced today that it is forming a new Government Solutions Division to provide government agencies access to industry and military experts as they tackle difficult or emerging problems.

Well known for their consulting services to companies and organizations that are unfamiliar with the way government does business, The SPECTRUM Group has grown to more than 80 associates in the last few years. More than half of SPECTRUM’s associates are former admirals and generals from all the military departments with the rest comprised of former political appointees, corporate officers, legislative experts and career foreign service members.

“It is important that SPECTRUM now explore expanding its horizons by pursuing contracts with government agencies that would clearly benefit from our expertise,” said Steve Loftus, Chairman of The SPECTRUM Group. “To date, our focus has been mid-level companies that want to do business with the government but are unfamiliar with the sometimes cumbersome process. We believe that expanding our services to help provide solutions to transformational and other issues within government agencies will benefit both the public and private sector.”

The Government Solutions Division’s business model will include matching its extensive bank of subject matter experts with other consulting groups and key industry players by way of strategic alliances and teaming agreements.
