The SPECTRUM Group proudly announces the expansion of its consulting capabilities in defense and international security, homeland security, energy, manpower and training, congressional relations, and business development with the arrival of its newest members:
Vice Admiral Malcolm I. Fages (USN, Ret.) served in the United States Navy for 36 years, most recently as the Deputy Chairman of the NATO Military Committee in Brussles, Belgium. He joins The SPECTRUM Group after returning to the United States from London where he served as the Director of European Operations for Northrop Grumman Information Technology International. Vice Admiral Fages has an extensive political-military background having also served as the Director of International Negotiations on the staff of the Joint Chiefs of Staff, with a portfolio that included nuclear and conventional arms control issues, weapons technology control, and policy matters involving the Former Soviet Union. As submarine warfare officer, Vice Admiral Fages was the Director of Undersea Warfare for the Chief of Naval Operations. He commanded Submarine Group Two, with responsibility for all Atlantic Fleet attack submarines, and in earlier years, had commanded USS Pennsylvania and USS Narwhal. Vice Admiral Fages has also served as Carrier Group Eight Chief of Staff, with operations in Europe and Southwest Asia.
Molly Griffin has 20 years of experience effectively representing organizations through the federal legislative process. For 15 years, as President of a lobbying firm specializing in defense appropriations, Ms.Griffin efforts have led to millions of dollars in new and repeat government business annually for clients. Previously, Ms. Griffin served on Capitol Hill as legislative specialist on defense to former US Representative H. Martin Lancaster, supporting his position as a member of the House Armed Services Committee. An advisor on all defense and foreign policy issues, Molly specialized in programs and policy related to weapons research and development, combat readiness, maintenance and repair depots, military base closures, quality of life programs for military personnel, and chemical weapons arms control and destruction. Ms. Griffin also serves as President of a small defense contractor that commercialized technology developed by a US national lab and now designs and sells products and R&D customization services to the US military and other government customers.
K. Grant Palmer has over 27 years of management, business development, and engineering experience with technology companies. He founded Ephemeris Consulting Group, Inc., in February of 2002, which supported technology corporation clients with business development, merger and acquisitions, product/service development, partnership development, project management, and business process implementation and improvement. He is certified as a Six Sigma Black Belt from GE, and is a recognized authority on communications technology systems, including satellite and wireless for fixed, comm-on-the-move, and aircraft applications. His leadership experience includes business sizes from start-ups to large corporations, and his market experience includes the U.S. and International military, the U.S. intelligence community, and the U.S. and International commercial markets. Mr. Palmer’s previous positions have included key management roles at Tripoint Global Communications, Starband, Spacenet, and Harris Government Communications Systems Division.
Anthony J. Drexel Biddle III joins SPECTRUM after serving as the Financial Advisor of the American Red Cross – National Headquarters, for major capital market activities. To support general operations, he arranged three asset-backed securitization facilities altogether totaling $500 million, utilizing major U.S. bank and commercial paper markets. In response to Hurricanes Katrina, Rita, and Wilma he formed a group of major banks to provide $1.2 billion in emergency debt financing to the Red Cross, and funding for immediate FEMA responsibilities taken on by the Red Cross. Previously, he held various positions with The Chase Manhattan Bank, including development of its Global Environmental Project Finance and Merchant Banking practice, focusing on emerging technology companies addressing important industrial waste streams.
The combined knowledge and experience of our newest members will further enable The SPECTRUM Group to provide the best strategies and solutions to our clients in both the public and private sectors.
