The SPECTRUM Group Welcomes Its Newest Members

The SPECTRUM Group continues to expand its consulting services with the recent addition of its newest members Lt. General John S. Caldwell, Jr., USA (Ret.), Mr. Mark Flavin, Lt. General Henry “Tom” Glisson, USA (Ret.), Mr. Joseph Hollis, Lt. General Donald Lionetti, USA (Ret.), and Mr. Walter S. Kulbacki.
Lt. General John S. Caldwell, Jr., USA (Ret.), is the newest addition to The SPECTRUM Group and will be the Vice President for Army Programs. He joined QSS Group, Inc. in July 2004, as Senior Vice President for Defense Programs. General Caldwell’s last active duty assignment was Military Deputy to the Assistant Secretary of the Army (Acquisition, Logistics and Technology). In that capacity, he was responsible to the Assistant Secretary for the direction and oversight of the Army’s Research, Development and Acquisition (RDA) programs. He was also Director of the Army Acquisition Workforce. He was instrumental in formulating the acquisition programs that provided dominant war fighting capability and pioneered the transformation of the Army in the early 21st century. Previous assignments included: Commanding General of the US Army Tank-automotive and Armaments Command (TACOM; Deputy Chief of Staff, Research, Development and Acquisition (RDA), Army Materiel Command (AMC); Director of the Army Digitization Office; and Project Manager, Abrams Tank System.
Mr. Mark Flavin brings extensive experience in business development, acquisition, process engineering, merger integration, and government affairs. His 26 year Army career culminated in serving as the Director of Contract Operations, Army Material Command. He brings additional private sector experience as the former Senior Vice President for Government Operations, Armor Holdings Aerospace & Defense, and also served as Director for Government Operations with AM General Corporation.
Lt. General Henry “Tom” Glisson, USA (Ret.), a nationally recognized logistics executive, completed a 35 year Army career as Director, Defense Logistics Agency and also served as the 44th Quartermaster General of the Army and Commanding General, U.S. Army Soldier Systems Command. His private sector experience includes serving as Director, Pacific Operations, BearingPoint Inc. and Managing Director for Bearing Point consulting services to Army clients in the U.S. and Europe.
Mr. Joseph Hollis brings expertise in defense and public affairs, completing his Army service as Director of Operations for the Armed Forces Information Service. He has also served for 20 years as the Director of Industry Affairs for the Association of the United States Army (AUSA), and offers extensive experience in government and industry relations.
Lt. General Donald Lionetti USA (Ret.), is a national security consultant in ground based air and missile defense, space applications in support of terrestrial military operations, and related research, technology, and acquisition,. His Army career included assignments as Commanding General, U.S. Army Space and Strategic Defense Command; Chief of Staff, U.S. Army Training and Doctrine Command; and Commanding General, U.S. Army Air Defense Artillery Center, Ft. Bliss. He has also served as Vice President, Air Missile Defense Systems for Lockheed Martin Missiles and Fire Control – Orlando, and as Chairman of the Medium Extended Air Defense System (MEADS) International Board of Directors.
Mr. Walter S. Kulbacki has a very strong strategic, operational, and technical background in the information technology, software and automation areas and has led and managed large Army, DOD and commercial organizations. Over the past decade in the commercial sector, he, as a Vice President and Director, has been responsible for winning over $5 Billion in DOD and Federal government contracts.
Mr. Kulbacki is a retired senior level Army officer whose career has included key high level command, leadership, program management, and staff assignments within the Army, the Joint Staff, and the Department of Defense to include the Defense Information Systems Agency (DISA) where he directed the planning, resources, and operations of DOD’s worldwide network.
The combined knowledge and experience of our newest members will further enable The SPECTRUM Group to provide the best strategies and solutions to clients in both the public and private sectors.
