Securing Federal Funding

A port on the Mississippi River sought The SPECTRUM Group's assistance in acquiring excess property (more than 750 acres) and numerous buildings from the Department of Army when the Army elected to close the Charles Melvin Price Center located adjacent to the existing port. Under existing law, excess military property is able to be conveyed to a public port authority without cost provided the port manages the property as a port in perpetuity. TSG assisted the port to draft the necessary conveyance legislation and worked with its Congressional delegation to get the legislation successfully enacted. TSG also assisted the port to secure federal funds for the initial environmental work.

Subsequently, TSG has assisted the port to develop the property obtained above by helping the port obtain grants from the Department of Transportation to expand the port's access to the Mississippi River and dredge a deeper port channel.
