The SPECTRUM Group (TSG) is pleased to announce retired Army Colonel Robert E. Crowley has joined our firm while continuing his success at Halcyon Group International, LLC as Executive Vice-President. This followed his distinguished military career in which his last active Army assignment was Commander, 358th Civil Affairs Brigade. The former Governance and Development Advisor to the Commander, ISAF (Afghanistan) Counterinsurgency Advisory and Assistance Team, Colonel Crowley is a retired Army Colonel, and also past commander of the 404^th Civil Affairs Battalion (Airborne) (Special Operations).

Throughout his 28 year military career, Colonel Crowley served as the military Coordinator for Provincial Reconstruction Teams in Iraq; Chief of Civil-Military Operations and Deputy Chief of Information Operations at United States Southern Command; Chief of Current Operations for the NATO Combined-Joint CIMIC in Sarajevo; and as a Special Operations Staff Officer at Headquarters, Department of the Army.

In addition to his operational and combat deployments, he has extensive experience in Latin America and the Caribbean, to include service as an advisor to the Colombian Vice-Minister of Defense and their interagency. Colonel Crowley is also on the Board of Directors for the Rebuild Afghanistan Summit, a 501(c)(3), and is the Executive Director of the Washington, D.C., Rebuild Afghanistan Summit.
