- Mr. Mills is a member of the Army Division at SPECTRUM. He has expertise in all aspects of logistics operational, financial, and IT relationships.
Biography:
Mr. A. David Mills has over 42 years experience in global and operational logistics management at every level with 24 years at the Army Senior Executive Service (SES) level. His most recent position was as Deputy to the Commanding Generals and Command Industrial Base and ERP Advocate for the U.S. Army Materiel Command. Prior to that, he was the Assistant Deputy Chief for Supply and Maintenance, Department of the Army G4/Deputy Chief of Staff for Logistics.
Senior level knowledge and experience includes: change management and “lean” operations initiatives; Base Closure and Realignment processes; public/private industrial base integration and Performance Based Logistics agreements; Information Technology and commercial solutions to include Enterprise Resource Planning (ERP); logistics support to joint/coalition warfighters and Global War on Terrorism operations; weapon systems and component life cycle management; revolving and direct funding resource and program management; Army transformation, extensive knowledge of the emerging Army Support Command missions/structure and Force/Logistics Generation Strategies, and full understanding of the logistics operational, financial, and IT relationships between the Services/Defense Agencies and how they collectively integrate and interface in providing logistics and war fighting capabilities to operational forces.
