Previous Experience:
- Director for Defense Cooperation and Partnership on the staff of the Secretary General of NATO in Brussels
- Director of Policy Planning on the staff of the Defense Advisor, U.S. Mission to NATO. In this capacity, Mr. Dale was one of the principal defense policy advisors to the U.S. Ambassador to NATO
- Regional Director for South Asia in the Office of the Assistant Secretary of Defense for International Security Affairs, with a major focus on U.S. bilateral defense relations with India and Pakistan
- U.S. Naval Officer and maritime patrol pilot with a broad range of operational and staff assignments during a twenty-four year career, including command of Patrol Squadron Forty-five and duty on board USS Forrestal and the staff of the Chief of Naval Operations
Spectrum Experience:
- In 2006 Mr. Dale shifted business focus to strategic planning, business development and capture in support each of the SPECTRUM operating divisions. He has led a wide range of projects such as a) Development of a comprehensive strategic plan for a leading U.S. manufacturer of tactical vehicles for the U.S. armed forces; b) Competitive intelligence to support the capture team in a winning bid of a multi-billion dollar U.S. Army aviation program; c) Market assessment and competitive analysis to assist a Fortune 100 multinational company position and penetrate the U.S. homeland security market; and d) Market and competitive analysis to support client mergers and acquisitions.
Biography:
Mr. Dale leads The SPECTRUM Group in strategic planning, business development and capture practices. He joined SPECTRUM in 2001 to establish and build an international business practice based on his extensive experience in defense and international security affairs, including eight years living and working in Europe. Mr. Dale has held key strategic planning and program management positions in the U.S. Department of Defense and at the North Atlantic Treaty Organization (NATO). He was one of the principal architects of NATO Partnership for Peace program, a major foreign policy initiative of the first Clinton administration. Mr. Dale is a member of the Society of Competitive Intelligence Professionals (SCIP).
Education:
Mr. Dale is a graduate of Villanova University, the Naval Postgraduate School, George Washington University, and the National War College in Washington, DC.
