Biography:

Dr. Cheryl Kandaras Chapman joined The SPECTRUM Group in March 1997. Dr. Chapman specializes in the National Environmental Policy Act and engagement strategies to ensure full stakeholder involvement in major federal actions. Recently, she co-chaired the Planning Group convened by multiple federal agencies to assist the Secretary of the Army in chartering the Missouri River Recovery Implementation Committee (MRRIC). She previously served as Principal Deputy Assistant Secretary of the Navy for Installations and Environment, developing policies that affect the daily work activities in all areas of installations.

In 1984, Dr. Chapman founded her own environmental engineering firm, specializing in meeting the emerging regulatory compliance needs of corporations. In 1991, her company merged with one of the top 500 engineering and architectural firms in the country. She became a partner and Director and created the firms environmental engineering department.

Education:

Dr. Chapman holds B.S. degrees in Civil Engineering and Mathematics from the South Dakota School of Mines and Technology and a Ph.D. in Biological Sciences from South Dakota State University.
