Biography:
Daniel Cosgrove brings to The SPECTRUM Group his vast expertise in the development of privately funded structures for federal agencies. Cosgrove has participated in such diverse projects as the Pentagon Childcare Center and the PEPCON rocket fuel plant for NASA and the U.S. Air Force. He currently works with the Department of Veterans Affairs on two enhanced use leasing (EUL) projects, which will convert underutilized portions of Veterans' hospitals into commercial facilities that will contribute to the operation of the remaining government property.
Since 1984, Cosgrove has served as the President of Defense Facilities Corporation, a leading provider of privatization services and financing for federal real property privatization projects.
In the field of base closures and realignments (BRAC), Cosgrove provided guidance to local governments during several BRAC rounds and later to the federal government, as well as to developers, dealing with disposal of excess government property.
As a member of the Marine Corps Reserve, Cosgrove was assigned as the privatization specialist for the National Performance Review in the Office of the Vice President of the Untied States from 1994 to 1996.
Cosgrove holds an undergraduate degree in Business Administration from Suffolk University, a Juris Doctor from Suffolk University Law School, a Master of Laws from Georgetown University Law Center and a Masters in Public Administration from Harvard University.
