- Ms. OToole is a member of the Congressional Relations Division at SPECTRUM. She has a comprehensive understanding of the legislative and budget process.
Biography:
Ms. Diane OToole has over 30 years of experience in Congressional Relations working for Northrop Grumman Corporation, the second largest defense contractor worldwide. While at Northrop, she was responsible for developing and implementing strategies to support all Northrop programs. She has extensive expertise in lobbying the Authorization, Appropriations and Intelligence Committees in both the House and Senate, and has excellent contacts with Members of Congress and staff in both parties.
She continues to serve as a consultant for Northrop Grumman and is an associate of the Livingston Group.
Ms. OToole attended Catholic University in Washington D.C., majoring in political science. She continues to serve as a consultant for Northrop Grumman and is an associate of the Livingston Group.
