- Dr. Allen is a member of the Navy Division at SPECTRUM. He has extensive expertise in human capital management, medical, government, learning, labor markets, economics, economic development, Lean Six Sigma, strategic analyses, and defense issues.
Biography:
Dr. Allen R. Zeman completed a 20-year, Navy SES-level government career where he served in various Pentagon assignments and in multiple deployed assignments. For the Chief of Naval Operations, Allen was as the Director of Naval Training and Education, responsible for the plans, policies, budgets and directives of the largest professional development organization. Prior to that, he worked for the Secretary of the Navy as the Director of Manpower and Training, where he laid the foundation for the Navy's Revolution in Training. Prior to these assignments, he deployed for three years to various Navy commands in the Pacific Fleet and for four months with the Marine Expeditionary Unit in support of operations in the former Yugoslavian Republic.
Dr. Allen's last government assignment was as the Chief Economist for the Iraqi reconstruction effort in Baghdad. From 2004 - 2005, he led the Embassy's Office of Strategic Analyses responsible for the Cabinet and congressional responses to strategic questions about the reconstruction and development of Iraq. He continued to work in the international development field as the Vice President of a large international development firm supporting the U.S. Agency for International Development and the Millennium Challenge Corporation.
Since 2005, Dr. Allen has worked with numerous clients in the training, manpower, medical, and Operations Research fields. In 2007 he became the President of the Human Capital Institute – Government Solutions.
Education:
Dr. Allen's Ph. D., M.S. and B.S. are in Economics from Florida State University. There he was a member of the faculty and a frequent lecturer for the Center for Professional Development. He is a Master Black Belt in Lean Six Sigma.
