  • Dr. Lynch is a member of the Community Support Division at SPECTRUM. He has expertise in all aspects of community economic adjustment.

Biography:

Dr. Lynch is a recognized expert in helping communities avoid or recover from major economic losses, such as the closure of large industrial plants or former military bases. He has been directly involved in implementing the civilian reuse of eighteen major bases closed during the 1991, 1993, and 1995 closure rounds, including Chase Field Naval Air Station in Beeville, Texas, with 1,920 new civilian jobs; Gentile Air Force Station in Kettering, Ohio, with 2,750 new jobs; and Williams Air Force Base in Mesa, Arizona, with 1,000 new civilian jobs as well as the new technology campus for Arizona State University.

Dr. Lynch served as Associate Director of the Office of Economic Adjustment, Office of the Secretary of Defense from 1972 to 1989. For fifteen years he was Vice Chair-Commissioner of the Fairfax County (Virginia) Economic Development Authority. He is the author/editor of three books on regional economic development.

Education:

Dr. Lynch holds a Ph.D. in Public Administration and Economics from Syracuse University.
