Biography:

Lieutenant General Tom Carney has held a wide variety of key command and staff positions during his 31 year Army career, culminating as the Deputy Chief of Staff for Personnel. His major responsibility during that period was to downsize the Army by 40 percent without breaking it. Prior to that assignment, he served as the Army Director of Program Analysis and Evaluation with the responsibility for preparing and documenting the Army Five Year Defense Program. As an infantry officer with a secondary specialty in resource management, General Carney had a number of assignments in both fields, including positions at TRADOC Headquarters and on the Army staff.

Besides his duties with The SPECTRUM group, General Carney is also President of Carney Enterprises, Chairman of Calibre Systems, Inc., and a Director of USAA. He previously served as the CEO of the Library of Congress.

Education:

General Carney holds a B.S. degree from the United States Military Academy and M.S. in Operations Research and Systems Analysis from the Naval Postgraduate School.
