- Mr. Flavin is a member of the Army and Defense Agencies Divisions of SPECTRUM, where he provides expertise in business development, acquisition management, business process reengineering, merger integration, and government affairs.
Biography:
Mr. Mark Flavin has over 35 years of military and business experience, most recently as the Senior Vice President for Government Operations, Armor Holdings Aerospace & Defense, where he managed highly technical, multi-functional business development teams in multiple locations, and led the business development efforts through organic growth, and mergers and acquisitions. He led the Aerospace & Defense business development efforts in international military sales, Guard/Reserve/Homeland Security, R&D business development, and managed the corporate marketing and public relations programs. He also planned and coordinated the Congressional Relations activities for the company.
Prior to joining Armor Holdings, Mr. Flavin was with AM General Corporation as the Director for Government Operations responsible for coordinating defense and homeland security requirements with military and federal agency customers. Before he joined AM General, he was a Division Director and Managing Consultant for User Technology Associates where he managed multiple program management teams providing program support and software development to the U.S. Army and Department of Transportation for Information Technology programs.
Mr. Flavin completed a 26-year Army career in Infantry, logistics and acquisition management. He commanded two Defense Contract Management Agency commands and finished his career as the Director for Contract Operations, Army Material Command, with oversight responsibility for all AMC contracting activities. He also served in numerous troop assignments as well as the Office of the Deputy Assistant Secretary of the Army for Procurement.
Education:
Mr. Flavin received a B.A. in Government from Norwich University and an M.A. in Management from Central Michigan University. He is a Level III certified acquisition professional in Contracting and Program Management.
