- Mr. Kalber is a member of the National Guard/Reserves Division at SPECTRUM. His expertise includes all facets of National Guard programs, Middle Eastern affairs, terrorism, and public and legislative affairs.
Biography:
Mr. Mark Kalber completed 26 years of service in the U.S. Air Force/Air National Guard, culminating in his assignment as the Director of International Affairs with responsibility for the National Guard State Partnership Program and bilateral international programs in support of the Secretary of Defense Security Cooperation Program. He has lead strategic level programs in each of the regional combatant command areas of responsibility, and served in various staff assignments in public affairs, legislative affairs, and as the Air Staff C-130 program element monitor.
Mr. Kalber is an adjunct faculty member to the Naval Postgraduate School where he teaches U.S. military personnel preparing for deployment to Iraq and Afghanistan. His academic specialties include Provincial Reconstruction Teams, Iraq and Afghanistan good governance, Non-Governmental Organizations, and regional implications of failed states in the Middle East. He is also an adjunct faculty member for Excelsior College, New York where he teaches a course on Terrorism.
Education:
Mr. Kalber holds Masters Degrees in Business Management and National Security Strategy, with follow-on studies in Ethnic Conflict, Islam and Iran, the Future of Eurasian Security, and International Terrorism.
