- Mr. McMillan is a member of the Air Force and International Business Divisions at SPECTRUM. He has expertise in all facets of acquisition, and international and domestic program management, contract management, financing, budgeting, business development and policy development
Biography:
Mr. Michael M. McMillan has over 39 years of acquisition experience including international and domestic program management, contract management, financing, budgeting, business development and policy development, both in the private and government sectors.
He was most recently Vice President, Anteon, and Deputy Program Manager of the $1 Billion SAFTAS (Secretary of the Air Force Technical and Analytical Support) program. He served over 24 years in the Air Force and held several senior acquisition management positions, including Director of International Acquisitions/OSD.
In the private sector, in addition to his recent position with Anteon/Alion, he has held several other senior executive positions in the business development and management of international and domestic programs, including E-Systems, VP International Operations; ITT/Alcatel, Director of Defense Corporation; VP of Global Marketing Solutions; and as a consultant to Space Imaging with the World Bank. He has served in the Netherlands and Pakistan and traveled extensively throughout Europe and the Mid East.
Education:
Mr. McMillan has a B.S. in Engineering from the U.S. Naval Academy and an M.S. in Industrial Engineering and Management form Oklahoma State. He is a graduate of the Defense Management College and certified Level III Program Management and Contracting
