Biography:
Jay has recently finished his position as the Director of Aviation Security for the Coalition of Airline Pilots Associations (CAPA). CAPA is a trade association of passenger and all cargo airline pilots that embrace and promote security and safety issues for the 23,000 pilots of American, Southwest, UPS, ABX (DHL) and Air Tran airlines. From 2001 through 2005 he served as the Security Committee Chairman for the Allied Pilots Association (APA) and the Coalition of Airlines Pilots Association (CAPA).
Following the tragic events of 9/11, Jay served as a member of Secretary Minetas (DOT) Rapid Response Team. He was actively involved in drafting portions of the November 2001 Aviation Transportation Security Act (ATSA) and works extensively with Congress and Regulatory Agencies in the national aviation security arena. Currently he is a member of the TSA Aviation Security Advisory Committee (ASAC), TSA Air Cargo Working Group (ACWG), Federal Air Marshal Industry Working Group, and Department of Homeland Security MANPAD Industry Group. He provided aviation security expertise for both the 2004 Intelligence Reform and Terrorism Prevention Act and specific cargo security input for the recent passage of HR1 in 2007 that established 100% inspection of all cargo on passenger aircraft. In addition, Captain Norelius provided testimony for numerous GAO and Inspector General security assessments and investigations. As CAPA Aviation Security Chairman he recently completed two white papers on the use of biometrics for pilot identification testimony for aviation cargo security to The House Committee on Homeland Security Subcommittee on Transportation Security and Infrastructure Protection, The Next Step in Aviation Security--Cargo Security.
He regularly authors the CAPA annual Aviation Security Report Card, which is a curb to cockpit assessment of the state of aviation security from an operational viewpoint. He recently provide specific language upgrading cargo security in the cargo legislation subsection for Public Law 110-53 (The 9/11 Law) which mandates the 100% screening of all passenger cargo by August 2010. Jay is now serving on a joint team representing CAPA, airline managers, private industry and airport authorities which has proposed to the TSA an innovative pilot biometric ID test project to expedite the TSA screening protocols at our nations airports.
Following retirement from a 21-year Air Force career, Lt. Colonel Norelius joined American Airlines in the summer of 1988. During 37 years of combined military and commercial aviation, he logged in excess of 12,000 hours of flight time including over 300 combat missions in Viet Nam. Jay retired from American Airlines in August 2005 as a MD 80 Captain. In addition to his normal line flying duties, Capt Norelius served as: Check Airman/Flight Engineer on the B727; American Airlines Flight Academy instructor and curriculum developer for Human Factors and Safety Training; pilot recruitment new hire interviewer and volunteer for the American Airlines Pilot Mentoring program. While on active duty with the Air Force he held numerous leadership positions in both flying and management, including: C130 Operations Officer, Director of Combat Training, and C-130 Instructor pilot for three years in Viet Nam. He was awarded the Distinguished Flying Cross and three Air Medals. Jay served as the 6594th Test Group Director of Satellite Recovery Operations for the National Reconnaissance Office where he performed work in Special Compartment Programs with Top Secret (SCI) clearance. He also served as Test Group Chief of Safety and was twice awarded the USAF highest leadership award for management of Flight, Ground and Engineering safety programs. He served as a T-37 Instructor Pilot and Flight Commander for Undergraduate Pilot Training. In non-flying positions he taught as an Associate Professor of Chemistry at the US Air Force Academy and as a Program Instructor at the USAF Air War College for Space Operations and evaluator for the Air War College Seminar Programs.
Education:
Jay earned his B.S. and M.S. in Chemistry at Colorado State University where he was an Air Force Institute of Technology Distinguished Graduate. His Professional education includes the USAF Chief of Safety and Accident Investigation course (University of Southern Calif.), certification in System Safety and Test Engineering (University of Washington) and is a graduate of the USAF Air War College. He completed a variety of Security Training programs to include: International Aviation Security Academy, FBI Security Coordinators Training, American Airlines Ground Security Coordinators Training, and Behavioral Pattern Recognition training. In addition, he frequently represents CAPA as an invited speaks at a wide variety of national and international security conferences and national media interviews.
