- Mr. Isaacs is a member of the Army and Community Support Division at SPECTRUM. He is an expert in installation management and the BRAC process, military business operations, and military-commercial partnerships including privatizations, concessionaire contracting and outsourcing.
Biography:
Mr. Peter Isaacs completed a 42 year career as a Soldier and civilian employee of the Army. Since 1995 he served as the senior non appropriated fund (NAF) employee for the Army in the position of Chief Operating Officer (COO), U.S. Army Community and Family Support Center, with responsibility for operational control over the Armyâs primary business operation for families, facets of NAF employee professional development and benefit programs, NAF procurement policy and execution, and NAF major construction activities. He has managed BRAC reutilization negotiations and property transfers. As a skilled practitioner of the Lean Six Sigma (LSS) process, he led a task force that was instrumental in organizing and activating the Armyâs Installation Management Command (IMCOM) while achieving enterprise-wide efficiencies and cost reductions.
Education:
Mr. Isaacs holds a B.S. degree from Marion College and is a graduate of the Army Command and Staff College.
