- Admiral Houley is a member of the Navy Division at SPECTRUM. His expertise includes acquisition, logistics, education and training, tactical and nuclear weapons policy, and all aspects of business development and marketing.
Biography:
Rear Admiral William Houley served for 30 years as a Navy submarine officer, including several command tours and Flag Officer assignments. His service culminated with command of Submarine Group Two and Director of Test and Evaluation and Navy Science. Following his military service, Admiral Houley worked for a major U.S. defense contractor, developing business in the international marketplace. He returned to the Department of Defense as the first Director, Defense Reform, reporting to the Secretary of Defense. Subsequently, he has worked as a consultant and in private industry.
