- Mr. Kulbacki has extenseive expertise in the Information Technology, software and automation market place. Because of his depth of experience in Strategic Business Development and Planning and the DoD/Federal Acquisition process, he has helped a number of companies pursue major, as well as medium-sized opportunities. His critical analysis of customer business plans and strategy have focused them on growing their revenue and being introduced into the DoD market space. In addition, because of his past positions in the private sector, he has provided critical merger and acquisition support and advice to a number of clients.
Biography:
Mr. Kulbacki is a retired Senior level Army officer who career has included key high level command, leadership, program management and staff assignments within the Army, the Joint Staff, and the Department of Defense to include the Defense Information Systems Agency (DISA) where he directed the planning, resources, and operations of DoD's worldwide network.
Mr. Kulbacki has a very strong strategic, operational, and technical background in the information technology, software and automation area and has led and managed large Army, DoD and commercial organizations. Over the past decade, in the private sector, he has been responsible for writing over $7 billion in contracts.
Prior to joining The SPECTRUM Group, he was a Vice President for Business Development for SAIC's Command, Control, Communications, Computing, Information Technology (C4IT) Business Unit, where he led a team of professionals, whose work was focused on command, control, and communications, along with all aspects of IT enterprise systems in support of various DoD Military Services and Commands.
Previous to SAIC, Mr. Kulbacki was a Vice President for L-3 Communications, a $15 billion major Defense Contractor. Under his leadership, the Group supported the U.S. Army, the DoD, Missile Defense Agency, and the major Joint/DoD agencies and Commands.
Education:
Mr. Kulbacki has an Engineering degree from the United States Military Academy, a Masters degree in Electrical Engineering from Purdue University, an M.B.A. from Long Island University, and fellowships from Harvard University School of Business and John F. Kennedy School of Government.
