The SPECTRUM Group (TSG) has extensive practical experience in all aspects of the BRAC process, and in the complex reuse and recovery processes following a base closure.
Our BRAC experience has been gained by our members serving as: Senior uniformed members in developing the Navy and Army service model for evaluating bases; senior DOD and Air Force civilian staff members responsible for the BRAC process in their departments; a Commissioner on the 1995 BRAC Commission; commanders of installations during past rounds; and Congressional relations experts. Community Support Case Study: A Large Southwestern State
A large southwestern state began its relationship with The SPECTRUM Group in a community that relied on us to keep the community and base engaged in activities that benefited both and in assisting with Military Construction (MILCON) funding. The relationship expanded prior to the 2005 BRAC with TSG doing Strengths-Weaknesses-Opportunities-Threats (SWOT) analyses of all four major installations in the state and helping implement the extensive recommendations for those analyses.
The result was improved military value and three of the four installations grew as a result of the BRAC process. The fourth base was recommended for closure by DOD, but the community and TSG worked with the BRAC Commission and were successful in reversing the closure decision.
