Technical Acquisition and Procurement Management Support

Spectrum supports all levels of management in the planning and execution of acquisition / procurement strategies - pre-award to post award.  Spectrum supports programs managers as appropriate in accordance with the FAR and agency specific regulations with the preparation of statements of work (SOW), performance work statements (PWS), statements of objectives (SOO), independent government cost estimates (IGCE), Requests for Information/Proposal/Quotation (RFI/P/Q), Sources Sought Announcements (SSA), technical evaluation criteria, and market research.  Spectrum works with program Managers to prepare program/project plans, Analysis of Alternatives (AoA), various requirements documents, service level agreements (SLA), configuration management plans, technical specifications, cost-benefit analysis, and mission needs statements.  Spectrum participates on various Integrated Product Teams (IPT) in an advisory status.  Additionally, Spectrum assists with the movement of the PRs through the client’s approval chain to procurement office.  Spectrum also provides budgetary and program advice in the development of cost estimates associated with short-term and long-term projects; develops cost justification supporting materials; and assists the contract specialist to ensure that contracts have been organized into tasks that correspond to the WBS, which helps in evaluating the effectiveness of the workflow process. 

Spectrum assists COTRs in their contract administration duties within the guidelines of the FAR and agency specific rules and regulations.  Spectrum participates in program management reviews (PMR) as well as other technical and related meetings and discussions.  Spectrum creates and maintains files, tracks contract funding and spending, and tracks delivery submission.  Spectrum works with COTRs to develop contract specifications, Contract Data Requirements Lists (CDRL), and other supporting rationales and justifications.  Spectrum provides COTRS with budget and financial, and acquisition support as required.
