Biography:
Lieutenant General Jeffrey W. Oster, USMC (ret) served in a civilian capacity in Iraq from February through June 2004 as the Deputy Administrator and Chief Operating Officer of the Coalition Provisional Authority (CPA), one of two principal deputies to Ambassador L. Paul Bremer. He remained in Iraq to assist in the transition of governance from the CPA to Iraqi sovereignty and to support the establishment of the U. S. Embassy.
During the last five of his 35 years active duty, General Oster served as the Deputy Commandant for Programs and Resources. In this position, he was responsible for the program and financial management of the Marine Corps, to include development, implementation, and execution of the strategic financial plan -- the six-year Program Objective Memorandum -- and the annual $17.5 billion budget. He had the lead in defining, supporting, and defending Marine Corps resource requirements in the Departments of the Navy and Defense, and before OMB, the Congress.
An infantry officer, General Oster served at every level of the Marine Corps Operating Forces. His command tours include Regimental Commander, 7th Marines; and Commanding General, 9th Marine Expeditionary Brigade; and Commander, Defense Electronics Supply Center, Defense Logistics Agency. He has extensive command and staff experience in strategic planning; financial, personnel, and program management; leadership development; business process improvement; and organizational effectiveness.
He holds Bachelor of Science and MBA degrees from the University of Wisconsin and is a graduate of the National War College.
